General Statement of Duties and
Responsibilities:
Incumbents of positions in this series make determinations on eligibility for benefits in disputed claims after gathering necessary information through interviews; issue timely notices of such determinations, together with the rationale behind them, to parties in accordance with Massachusetts Employment Security Law; and perform related work as required.
Essential Functions:
Analyzes claims by reviewing available data to identify and prioritize potential eligibility issues.
Investigates issues by conducting fact-finding interviews by telephone to gather information from claimants and employers and/or their representatives.
Analyzes data obtained from investigations and applies relevant laws, rules, regulations and precedents to formulate legal conclusions concerning eligibility for benefits in dispute.
Writes and issues timely determinations, approving or denying benefits that contain sufficient facts, reasons and laws to enable interested parties to protect their rights.
Accesses and verifies claims information and updates records using computer terminals.
Advises claimants, employers, and/or their representatives, by telephone, of appeal rights and procedures in cases of adverse determinations.
Provides information on unemployment insurance programs to employers, claimants and the general public by mail/or by telephone.
Qualifications:
Applicants must have at least (A) two years of full-time, or equivalent part-time, professional or paraprofessional experience in personnel interviewing, vocational counseling, employment counseling, rehabilitation counseling, educational counseling, credit collection, credit interviewing, credit investigation, claims adjudication, claims settlement, claims examining, claims investigation, claims interviewing, social work or social casework, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree may be substituted for one year of the required experience.
II. A Bachelor's or higher degree may be substituted for the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Preferred
Qualifications:
One full year of claimstaking experience and bi-lingual proficiency (English/Spanish, Portuguese, Cantonese, Mandarin, or Haitian Creole) desired but not required.
Comments:
These positions are assigned to the Brockton UITCC and are not currently funded beyond March 2015. There may be opportunities for recall in late Spring, early Summer 2015. There are no medical insurance benefits included.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
